What Are Companion Bills — And Why They Matter for APRNs

Last week, OAAPN celebrated the introduction of Senate Bill 258 — The Better Access to Healthcare Act. This week, we are thrilled to share even bigger news: House Bill 449, identical legislation, has been introduced by Representatives McClain and Barhorst.

That means we now have companion bills in both the Senate and the House.

What Is a Companion Bill?

A companion bill is legislation introduced simultaneously in both chambers of the General Assembly with the same language and purpose. This strategy significantly increases the chances of success.

Why Companion Bills Are So Powerful

  • Faster Progress: Both bills can advance through their committees at the same time, avoiding delays.
  • Greater Visibility: Having bills in both chambers raises the profile of the issue statewide.
  • Stronger Support: Companion bills demonstrate bipartisan commitment and broaden legislative backing.
  • Streamlined Passage: Once one chamber passes the bill, the other can act quickly, since the language is already aligned.

How You Can Help Push This Over the Finish Line

We’ve reached a historic moment, but it won’t happen without you.

  • Attend the OAAPN Statewide Conference, October 23–25. This year’s event is about more than education; it’s about mobilizing together for legislative success.
  • Stay connected for OAAPN’s calls to action. Letters, emails, personal stories, and testimony are how legislators are persuaded.
  • Be visible and be heard — your advocacy is what will get this done.

The Time Is Now

Ohio is on the brink of joining the growing number of states that have retired the SCA. With SB 258 and HB 449 moving forward, change is within reach — but only if we seize this moment together.
